First, cooperative security is enhancing the regional security environment in Southeast Asia in general, and ASEAN’s relations with China in particular. It can be said that today’s regional security environment surrounding the Southeast Asian countries is more stable than that of the early 1990s.
Thus it focuses on the promotion of the norm of security cooperation on the part of the ASEAN countries within the framework of the ARF. The Significance of the ASEAN Regional Forum (ARF) 19 In Part III, the present study explores the impact of ASEAN’s initiative, by studying the commitment to cooperative security on the part of three non-ASEAN countries – namely, China, the United States, and Australia – discussed in Chapters 6, 7, and 8 respectively. It concludes that ASEAN’s cooperative security enterprise has been developing successfully, since these three external powers have been influenced by the prevailing ideational structure in the ARF.
