Beijing study. The association between air pollution and daily mortality was examined in two residential areas in Beijing in 1989. Very high concentrations of particulates and sulfur dioxide were observed in both areas. Total mortality was estimated to increase by 11 percent with each doubling in sulfur dioxide concentration, and by 4 percent with each doubling in particulate concentration. When mortality was analyzed by underlying cause, a doubling in the particulate concentration was associated with a 38 percent increase in mortality from chronic obstructive pulmonary disease and an 8 percent increase in mortality from pulmonary heart disease.
Households that continue to burn coal increasingly use cleaner and more efficient briquettes in specially designed stoves. Use of briquettes and liquefied petroleum gas (LPG) is spreading to many suburban areas as well. Even biomass is used more cleanly, thanks to a Ministry of Agriculture program that provides efficient biomass stoves with flues to rural households. Lead is an especially pernicious pollutant because of its irreversible effects on children's intelligence and aptitudes. Although detailed statistics on lead sources are lacking, the main sources of lead in air, water, and soil are probably industrial emissions from mining, lead smelting, production of lead-acid batteries and cables, and coal use.
Some regulations, such as phasing out lead from gasoline by 2000, are essential for environmental improvement. As markets grow, regulations should spread to cover township and village industrial enterprises, which are an increasingly large source of pollution but are effectively exempt from regulation. If the government uses its powers to set national standardsfor automobile and motorcycle emissions, the energy efficiency of buildings, and so onit will achieve major improvements in environmental quality.
